Attention: As of October 31, 2025, the online V3 New Enrollment Application will transition to the new V3 Self Service Portal. Employers will receive an email between November 10 and November 14, 2025, with instructions to enroll and access the portal. Additionally, the V3 Hiring Report form and the V3 Listing Update Request form will be available within the portal for employer representatives to use. Ruth Phu

Ruth Phu serves as the V3 Employer Liaison. Originally from Texas, she and her family moved to Virginia in 2021 from Germany.

She is a certified Senior Professional in Human Resources (SPHR) with extensive experience managing complex HR departments across diverse industries, including manufacturing, transportation, education, and tax sector. In addition to her corporate experience, she worked for the Air Force as a legal assistant and was also an Adjunct Instructor at Park University for 14 years. Having managed these complexities firsthand, Ruth is uniquely positioned to understand the challenges modern HR professionals face, allowing her to better serve and assist her employer partners.

Ruth is the proud wife of a recently retired Army veteran who now works for the Defense Logistics Agency (DLA). In her free time, Ruth enjoys traveling, supporting her son’s travel soccer team, and cherishing time spent with her foster children.
