Dominic Outlaw brings over two decades of military excellence, leadership, and courage to his role as a Transition Resource Coordinator with the Virginia Values Veterans (V3) Program. A decorated U.S. Navy veteran with 22 years of service, he led teams in high-stakes environments worldwide—from combat operations in Afghanistan to shipboard missions ensuring fleet readiness.
In key roles as Lead Force Protection Assessor, Command Master-at-Arms, Military Working Dog (MWD) Handler, and Lead Personnel Security Detachment member, Dominic conducted explosive detection missions and protective operations for the President, Vice President, and senior U.S. leaders. He earned the Navy and Marine Corps Medal for heroism during the 2013 Navy Yard shooting.
Today, Dominic channels that dedication into empowering Virginia’s service members, veterans, and families as they transition beyond the uniform. Passionate about mentorship, workforce development, and purposeful change, he helps transform military experience into meaningful civilian careers rooted in discipline, purpose, and impact.
