Melissa Martin serves as the Regional Program Manager for the Virginia Values Veterans (V3) Program within the Virginia Department of Veterans Services (DVS). In this role, she partners with employers, community organizations, and educational institutions across Northern Virginia to strengthen veteran employment initiatives, promote workforce readiness, and support the successful transition of service members and their families into meaningful civilian careers.

Prior to joining DVS, Melissa supported U.S. Customs and Border Protection as a Strategic Communications and Senior Program Management Analyst, where she led initiatives that improved coordination, transparency, and operational efficiency across executive offices.
A U.S. Army veteran and proud military spouse, Melissa began her military career in 1996 and later transitioned to the Army National Guard, where she honorably served until her retirement in 2024. During her career, she served as a Career Counselor at Fort Bragg, North Carolina, and Camp Humphreys, South Korea, guiding Soldiers through career development, reenlistment, and transition programs designed to enhance retention and long-term success.

Melissa continued her commitment to the military community as an Ombudsman for the Department of Defense’s Employer Support of the Guard and Reserve (ESGR) program. In that role, she worked directly with Service Members, employers, and organizations to resolve workplace conflicts due to military service commitments, strengthen employer relationships, and advocate for fair treatment of Reserve and National Guard personnel under USERRA protections.

Melissa holds an MBA in Project Management and is currently pursuing a Master of Science in Clinical Mental Health Counseling at Shenandoah University, reflecting her dedication to holistic leadership, resilience, and service to the veteran and military community.
